【摘要】:TherequirementsinthispartofISO8124applytoalltoys,i.e.anyproductormaterialdesignedorclearlyintendedforuseinplaybychildrenunder14yearsofage.Theyareapplicabletoatoyasitisinitiallyreceivedbytheconsumerand,inaddition,theyapplyafteratoyissubjectedtoreasonablyforeseeableconditionsofnormaluseandabuseunlessspecificallynotedotherwise.TherequirementsofthispartofISO8124specifyacceptablecriteriaforstructuralcharacteristicsoftoys,suchasshape,size,contour,spacing(e.g.rattles,smallparts,sharppointsandedges,hinge-lineclearances)aswellasacceptablecriteriaforpropertiespeculiartocertaincategoriesoftoy(e.g.maximumkineticenergyvaluesfornon-resilient-tippedprojectiles,minimumtipanglesforcertainride-ontoys).ThispartofISO8124specifiesrequirementsandtestmethodsfortoysintendedforusebychildreninvariousagegroupsfrombirthto14years.Therequirementsvaryaccordingtotheagegroupforwhichaparticulartoyisintended.Therequirementsforaparticularagegroupreflectthenatureofthehazardsandtheexpectedmentaland/orphysicalabilitiesofthechildtocopewiththem.ThispartofISO8124alsorequiresthatappropriatewarningsand/orinstructionsforusebegivenoncertaintoysortheirpackaging.Duetolinguisticproblemsthatmayoccurindifferentcountries,thewordingofthesewarningsandinstructionsisnotspecifiedbutgivenasgeneralinformationinannexC.Itshouldbenotedthatdifferentlegalrequirementsexistinmanycountrieswithregardtosuchmarking.ThispartofISO8124doesnotpurporttocoverorincludeeveryconceivablepotentialhazardofaparticulartoyortoycategory.Exceptforlabellingrequirementsindicatingthefunctionalhazardsandtheagerangeforwhichthetoyisintended,thispartofISO8124hasnorequirementsforthosecharacteristicsoftoysthatrepresentaninherentandrecognizedhazardthatisintegraltothefunctionofthetoy.NOTEAnexampleofsuchahazardisthesharppointnecessaryfortheproperfunctionofaneedle.Theneedleisahazardthatiswellunderstoodbythepurchaserofatoysewingkit,andthefunctionalsharppointhazardiscommunicatedtotheuseraspartofthenormaleducationalprocessaswellasatthepointofpurchasebymeansofcautionarylabellingontheproduct'spackaging.Asafurtherexample,atoyscooterhasinherentandrecognizedhazardsassociatedwithitsuse(e.g.instabilityduringuse,especiallywhilstlearning).Thepotentialhazardsassociatedwithitsstructuralcharacteristics(sharpedges,pinchhazards,etc.)willbeminimizedbycompliancewiththerequirementsofthispartofISO8124.ProductsnotincludedwithinthescopeofthispartofISO8124area)bicycles,exceptforthoseconsideredtobetoys,i.e.thosehavingamaximumsaddleheightof435mm(seeE.1);b)slingshots;NOTE"Slingshots"arealsoknownas"catapults"c)dartswithmetalpoints;d)homeandpublicplaygroundequipment;e)compressedairandgasoperatedgunsandpistols(seeE.1);f)kites(exceptfortheelectricresistanceoftheirstrings,whichisincluded);g)modelkits,hobbyandcraftitemsinwhichthefinisheditemisnotprimarilyofplayvalue;h)sportinggoodsandequipment,campinggoods,athleticequipment,musicalinstrumentsandfurniture;however,toysthataretheircounterpartsareincluded.Itisrecognizedthatthereisoftenafinedistinctionbetween,forexample,amusicalinstrumentorasportingitemanditstoycounterpart.Theintentionofthemanufacturerordistributor,aswellasnormaluseandreasonablyforeseeableabuse,determineswhethertheitemisatoycounterpartornot;i)modelsofaircraft,rockets,boatsandlandvehiclespoweredbycombustionengines;however,toysthataretheircounterpartsareincluded(seeE.1);j)collectibleproductsnotinte
